cannot, surely, be accidental and even though one version of it went up on 1st April it
is nevertheless a real story: so I think it's some sub-editor
'avin' a larf. I just love the scene it conjures up: "Sir, the lads won't go out without proper headgear - we can't use this cheap rubbish". Of course the article spoils the illusion pretty quickly in its first paragraph:
Police in Surrey have refused to approve their annual plan and targets over fears the government will put a limit on their budget.
Pity, I was enjoying it. Thank you, oh anonymous sub, for a quick chortle.
